Bulk Sender rules are rules that apply to any domain sending email to Google, Yahoo! or Outlook.com. These rules are meant to protect their users from Spam, Phishing and other malicious email, by blocking suspect email before it makes the Inbox. While these vary slightly by Inbox Provider there are similarities that apply universally:
Bulk email is considered to be any email sent to multiple inboxes at a provider. Transactional email, like confirmations, or 1-to-1 email is not considered bulk.
Bulk Senders are classified when send more email than daily email threshold. This can be as low as a few dozen copies of an email campaign to as much as 5000 emails. Often, once you qualify as a "Bulk Sender", your email campaigns will always considered to be bulk.
Non-DMARC compliant email is considered bulk. You must have DMARC to even be considered for the Inbox as a bulk sender.
All email must have a 1-Click Unsubscribe setup.
Your Spam Rate must be under a specific threshold to make the Inbox. At Google this is 0.3% of total mail, or 1 in 300 emails. Being marked as spam by users will negatively affect your Inbox delivery.
